AD Steering Group Charter

12 July 2004

Mission

The AD Steering Group represents the interests of the community served by the University of Chicago Active Directory forest (UCAD) by providing policy guidance for and strategic oversight of UCAD. They decide when new domains may be admitted to UCAD and when new trusts with security realms external to UCAD may be established, make recommended changes to official policy bearing on Active Directory operation, and resolve obstacles that may impede the work of the AD Administrators Group.

Authority

The AD Steering Group is the authoritative decision making body for strategic changes to UCAD. Specifically, in accord with guidelines set forth in the University of Chicago Active Directory Policy, they

  • Accept or reject proposals that change the domain structure of UCAD.
  • Accept or reject proposals that change the set of trust relationships with security realms external to UCAD.
  • Accept or reject proposals to modify the UCAD forest schema.
  • Choose among competing proposals for actions of the AD Administrators Group when that group fails to come to concensus.

The AD Steering Group has one additional authority, to be exercised as a last resort to restore satisfactory operation of the AD Administrators Group:

  • Remove specified members from the AD Administrators Group.

Responsibilities

  • Evaluate requests to change the domain structure of UCAD. The process shall uphold the principles set forth in the University of Chicago Active Directory Policy for admission of new domains into UCAD. The AD Administrators Group should be asked to provide its technical recommendations concerning such requests.
  • Evaluate requests to change the set of trust relationships with security realms external to UCAD. The AD Administrators Group should be asked to provide its technical recommendations concerning such requests.
  • Evaluate requests to change the UCAD forest schema. The AD Administrators Group should be asked to provide its technical recommendations concerning such requests.
  • Originate recommendations for change to the University of Chicago Active Directory Policy, including changes to the charters of the AD Administrator's Group and the AD Steering Group.
  • Resolve issues escalated to them by the AD Administrator's Group.
  • Hear grievances attributed to actions of the AD Administrators Group.
  • At least one member of the AD Steering Group should attend each formal meeting of the AD Administrators Group to liaise, observe, and express any specific interests the AD Steering Group may have in the actions of the AD Administrators Group.
  • Ensure that UCAD and the University of Chicago Active Directory Policy remain harmonious by initiating appropriate changes to each as needs arise.

Membership

Voting members are the heads of IT for the Divisions, Schools, and the College, the University of Chicago Chief Information Officer, plus one person each representing: NSIT Field Support; NSIT's operational role in UCAD; NSIT Academic Technologies; NSIT Network Security.

Voting members may have whomever else they like in attendance. These non-voting members may fully participate in discussion and work of the AD Steering Group.

Decision Making

The AD Steering Group's agenda will be incorporated into the agenda of the Forum for Academic Computing Technologies (FACT), which should meet at least every other month for this purpose.

AD Steering Group propositions will be decided using FACT's decision making process.
